Government & Community Capacity Development

The Community and Government’s Capacity Empowerment program was conducted through local recruitment at the regional level using the One Gate Policy system. Regular meetings between the Manpower Department, sub-districts, PT Darma Henwa and facilitated by KPC were still conducted to ensure the system works in line with earlier expectations.

The mechanic internship program in 2007 was successfully attended by 62 local residents, selected based on a scoring system. Of this number three people managed to become KPC’s employees and joined the work force while the remainders are still attending heavy machineries mechanics training.

The commitment to give wider opportunity to local manpowers is formulated in the Managing Director letter (ref L-051/MD-ESD5-2/VII/06) adreesed to KPC and its sub-contractors.

For Sengata in particular a scoring system was applied to ensure that everyone who fulfills the required criteria has the opportunity to work in KPC or it’s contractors, as well as to make sure that there is no bias for or against any particular group with regards to location, ethnicity etc. All employee candidates have an equal opportunity to work in KPC.

In 2007, KPC worked with local contractors to conduct infrastructure development program for 10 projects. KPC is not only monitors the quality of the contractor’s work but also the fulfillment of safety standards which must comply with the K3 standard and Prima Nirbhaya. To achieve this result, each local contractor involved in the project was given standard information about safety, safety tools and the importance of Job Safety Analysis before conducting a job.

Through a partnership fund, KPC participated in various activities run by government in 2007. The activities included the Indonesian Independence Commemoration in East Kutai, the East Kutai Agrowisata Rally, the Pan National Olympics Aeromodelling competition, the East Kutai Government bus procurement as well as the East Kutai Nahdatul Ulama Institution. These were conducted in the hope that they would improve the East Kutai government performance and would create a harmonic relationship between KPC, the local government and community institutions.

To improve stakeholders’ understanding about mutual benefit, KPC held an ESQ Inhouse Training. 182 people from East Kutai Regional Government and 57 people from KPC participated in this training on July 27th-29th 2007. Moreover, A One day Seminar of The Need to Integrate Gender Issues and Concerns for Building a Sustainable East Kutai was held on August 8th 2007. The seminar was attended by representatives from East Kutai Local Departments as well as PKK, Dharma Wanita, lanal, and also KPC employees, lecturers, and students from STIPER. KPC also gave donation for training of environmental for 4 staffs of East Kutai Environment Institution.

KPC also gave water treatment training to operators from the Municipal Waterworks (PDAM) and the Sengata Baru Foundation (YSB) to assist the community at the Griya Prima Lestari Munthe (GPL) housing complex. The training aimed to give an insight on the water treatment process and a strategy to produce consumable water for the people. The training was attended by 25 operators from the Municipal Waterworks in East Kutai. Attendance at this training was 90%.

Monitoring efforts were carried out to ensure the implementation of training results in the field. In the GPL housing complex the availability of water supply has improved. This means the water distribution has gone smoothly and that complaints from citizens have declined as the current water supply can fulfill the demand.
